GIBITNGIL ISLAND

A Paradise in Cebu………

AREA PROFILE

 The proposed development area is located in Gibitngil Island, Barangay Amparo, Municipality of Medellin, and Province of Cebu.  The island property is bounded on the north by the Visayan Sea, south by Tañon Strait, east by mainland town of Medellin, and on the west also by Tañon Strait.  The island, which is about 0.54 nautical mile from mainland Medellin, has an aggregate area of 209.3293 hectares.

The municipality of Medellin is 116 kilometers from Cebu City and can be reached by land in approximately 2.5 hours, 30 minutes by helicopter, and 2.5 hours by sea.  From Barangay Kawit, also in Medellin, the island can be reached on board a pump boat in 10 minutes.

In addition to the pristine beach area, other attractions in the mainland Medellin includes an 18-hole golf course nearby together with vast areas devoted to sugar cane production as well as the old houses in poblacion Medellin.

The sedate lifestyle of Medellin is also considered as a motivating factor in visiting and staying in Medellin for a couple of days.  The laid-back atmosphere provides the visitor the opportunity to rest and relax in very pleasant surroundings.

The channel between the mainland and the island is a rich fishing ground teeming with aquatic resources.  The island is surrounded by pristine crystal clear water that magnifies an abundance of colorful coral reefs.  The main swimming and staging area is a vast mound of powdery white sand with a natural seawater lagoon.  Natural coves with white sandy beaches are replicated along the fringes of the island and provide an ideal and idyllic private get-away.  The back portion of the island facing the open sea is a veritable fortress of high sea wall while its interior is a relatively flat and gradually undulating terrain that hosts a number of endemic trees and hardwood.  Furthermore, there are also patches of cave formations waiting to be explored.  This cave formation coupled with the trek to the interior of the island would augment the current activities of boat tours around the island and beach and aqua sports activities in the foreshore areas.  The island is ideal for golf courses, marina, vacation houses/villas, hotel, a country club, etc. and is perfect for all types of water sports such as scuba diving, snorkeling and fishing.

 CONCEPTUAL DEVELOPMENT FRAMEWORK

ECONOMIC INTERNAL RATE OF RETURN

The benefits that would accrue to the community with the development of the island into a world-class tourist destination cannot be over-emphasized.  The employment potential is computed based on the following assumptions:

 Golf Course

18-hole golf course = 80 hectares

 0.17 employment factor for every hectare (based on study of Dames and Moore for Batulao), which would cover the green maintenance as well as the area support personnel.

 80/0.17 = 470 people

 This would include all the amenities.  It would be conservative to assume that only 50% of the total labor requirement will be hired thus, the employment impact of one 18-hole golf course would be 325 people.

 Marina and Yacht Club = 160 people

2.5 persons per room, 50 suites x 2.5 persons = 125 people,

Clubhouse = 10 people, Health and Beauty Spa = 10 people,

Dining Area = 15 people  

Residential Facilities (200 units)

2.5 persons per unit, 200 units x 2.5 persons = 500 people

 

Shopping Facilities (5 outlets)

5 persons per outlet, 5 outlets x 5 persons = 25 people

Utilities and Services= 100 people

Off-site Facilities= 30 people

Clubhouse and Gymnasium (10,000 sq. meters)

.02/square meter employment factor for the various components:

10,000 square meters x 0.02 = 200 people

Tennis Facilities = 81 people

Stadium Court = 15 people

10 lighted clay courts – 3 x 10 people = 30 people

8 lighted artificial grass courts – 3 x 8 people = 24 people

6 all-weather courts – 6 x 2 people = 10 people

Tennis Academy – 10 people x 1 = 10 people

Resort Facilities= 536 people

200 rooms x 2.5 people = 500 people

Beach Area – 50 x 0.5 people = 25 people

Snorkeling   = 3 people

Scuba Diving = 3 people

Game Fishing = 5 people

Estimated Direct Total Employment = 1,867 people                                                   

DEPARTMENT OF TOURISM FORECAST:

The area, according to the Department of Tourism (DOT), is suitable for tourism development.  According to them, if all the planned interventions were to be implemented, this would benefit the population by providing an estimated direct employment of 1,867 for the whole tourism complex.

 Furthermore, a resettlement site in the mainland shall be provided where the fishermen-beneficiaries are more than willing to relocate.  The resettlement area would include home lots for the 250 families to be displaced as well as garden plots for cash crops, easy and direct access to the sea and mooring areas for fishing boats since fishing is their main source of livelihood.  All this on top of a school building, chapel, plaza, and water will be provided by the proponent-owner of the island as part of their social responsibility.

 Department of Tourism further states that based on cursory inspection of the proposed relocation site, it was evident that this would be more suitable and advantageous to the potential fishermen-beneficiaries.

SUPPORTING DOCUMENTS

PROFILE OF THE ISLAND:

There are about 250 families on the island relying mostly on fishing as the source of livelihood.  These families are concentrated on the southernmost tip of the island.

 The families have agreed to relocate to the mainland should development start on the island.  Heads of families have signed a waiver to this effect.

 The relocation site, donated by the owner, is located on the coast of the mainland facing the island.  This way, the families will not be deprived of their main source of income – fishing.

As part of its social responsibility, the families shall be provided by the owner with decent housing, power, water and sanitation, all of which are non-existent on the island.  Basic infrastructure shall also be provided such as school, a barangay health center, chapel, barangay hall and agora.  To sustain them, these families shall be socially prepared and shall be taught other means of livelihood.

 The island cannot and will not fall under the agrarian reform coverage.  The DAR Adjudication Board (DARAB) Region 7 denied the petition of the Department of Agrarian Reform (DAR) to direct the Register of Deeds to inscribe the technical description of the island            on the face of the Title, a basic requirement to land distribution under the Agrarian Reform Law.  The right to petition can only be done by and granted to the owner of the property.

 The island falls under the Medium Term Development Plan (MTDP) of the Department of Tourism (DOT) and has recommended that the island be developed into a tourist destination.

 The Department of Agriculture (DA) has certified that the island is not fit for agricultural uses, much less a sustained one.

 The Department of Environment and Natural Resources (DENR) has certified that the island has no ecologically sensitive areas nor does it host historical and cultural heritages.  They further state that the economic internal rate of return that would redound to the community once development is introduced is high.

 PERTINENT DATA OF OFFER

The property, covered under one Title, is described as follows:

“A parcel of land (Transfer Certificate of Title No. 33196, Lot No. 2, Plan Psu-10550), situated in the barrio of Amparo, Municipality of Medellin, bounded on all sides by sea, containing an area of TWO MILLION NINETY-THREE THOUSAND TWO HUNDRED NINETY-THREE SQUARE METERS (2,093,293 sq. meters) more or less.”

The property is being offered for sale at a price of:   TWENTY MILLION UNITED STATES DOLLARS (US$20,000,000.00) or US$9.55 per square meter subject to negotiations.

Relocation of fishermen families shall be at the expense of the Seller/Owner.
